It displays the safe mode interface and frequently crashes. All videos I've seen online match this behavior. I attempted a fix with their solution, but it didn't work. I changed my motherboard, yet the CPU and RAM functioned normally on the previous board.

I recently changed my motherboards and switched to an ASROCK TAICHI X370 RYZEN 7 with 1700 RAM, 24 GB RGB, and a 3200 MHz processor. It includes two GTX 1070's in SLI mode and a 2 TB NVME drive with 250 GB storage in RAID 0. I also installed a 3 TB HDD in RAID 0. After updating Windows, I encountered Steam Must Be Loaded for this game and wondered if Steam is still accessible.

I fixed it by uninstalled and reinstalled Steam. The issue was because my Steam folder was on a different drive. After doing that, it worked perfectly—gaming at 120 FPS!
