The game only appears on your first monitor despite setting it to monitor 2. Reinstalling doesn’t help, dragging it to monitor 2 works but switching to fullscreen resets it to monitor 1. No current fix is available.

Set "Monitor 2" as your main display. This should resolve the problem you're experiencing with Team Fortress 2.
