Recently I moved from an rtx 2060 to an rtx 2080...(Before they released the 30 series) and when I upgraded and played Minecraft on the 2080 I could only reach around 100 fps, whereas it was over 400 with the 2060. The same happened with my shaders on optifine.

Verify that the appropriate drivers are installed and set up correctly.
Download the driver manually from the manufacturer's site, reinstall it, and adjust settings.
Check system performance using Resource Monitor or Task Manager, monitoring each tool individually.
Identify which resources are being consumed and assess the impact.
If the RTX 2060 is still present, try reinstalling it and note any changes in resource usage between the RTX 2060 and RTX 2080.
