What processor are you using? Your G3258 at 4.7GHz is causing slow loading. I resolved it by checking Task Manager, adjusting priorities for GTA V, and the game now runs smoothly on my HDD. It uses 8GB DDR3-1333 and loads in 2-5 minutes.
