before playing watch dogs 2 at 30 fps on very high settings and 20 fps on ultra, i upgraded my processor from i5 4690k to i7 4790k. after that, i noticed a noticeable improvement. i bought an i7 4790k and installed it, but the gains were modest. on lower graphics settings, the performance jumped significantly compared to the i5. now, i consistently reach around 65 fps with high settings and the texture quality remains good on ultra. however, at ultra settings, i see only about 30 fps, which feels like the game is heavily optimized for it. i’m surprised since my hardware is a 1070 and an i7 4790k, but i expected better than 60 fps. i haven’t overclocked the i7 yet, though my old CPU was boosted from 3.5ghz to 4.3ghz—it didn’t really help much. i still get a big boost while leaving cities. could it be that my cpu is an older generation than the gpu? honestly disappointed as a gamer after spending $400 on specs. specs: 16gb ram, msi z-97 motherboard, zotac gtx 1070, founders edition, intel i7-4790k, psu unknown. i’m certain the psu isn’t the issue—there’s a large hdd with watchdogs and a 128gb ssd with os installed.

You purchased the 4790k for $400 several years ago, though the exact date isn't specified.

It's been sitting here for roughly half an hour. Prices are through the roof in Norway right now—definitely not a good time to buy a brand new thing.

The Norway cost might be affecting you. Are you pushing the system too hard? What are your temperatures? How much are you using it?

temperatures stay under 75 degrees, though it doesn’t get that hot often—I don’t overclock. the i7 runs at about 4 GHz with around 85% usage when it’s at its peak.

Review the stress while playing, identify which component hits its limit—CPU or GPU. Then you can spot the bottleneck clearly. MSI Afterburner handles this smoothly.

I noticed a few signs that suggest bottlenecking might be the issue—like performance drops under load or slow response times.

I considered using a 4790K to boost FPS noticeably, though Watch Dogs 2 demands significant processing power. This kind of performance boost is uncommon in rural areas since it requires dense environments.

Turn down the CPU clock speed or voltage settings. Lowering these can ease strain and improve performance. If your high-end CPU isn’t handling the load, check for software issues or background processes. It’s frustrating when you pay for quality but still face problems—don’t be surprised!

very little can be adjusted. maybe a slider for traffic or population density like in GTAV would help. i think the main issue is the high number of draw calls in the city. is your Extra Details slider at zero? i’m sure that setting will hurt performance even more. also, turn off all Gameworks options such as PCSS.
