He's been dealing with the same issues for a few months. I checked it at home and found the same boot loop and no display signal. I re-applied thermal paste and swapped his CPU cooler for a standard Intel one that was easy to find. Also, his motherboard only has a single 4-pin EPS header instead of the usual four pairs. From what I understand, this shouldn't really trigger a boot loop, but it might limit performance due to power limits. His system specs are: CPU i7 9700K, motherboard likely Gigabyte Ultra Durable Mini ATX (LGA1151), GPU Gigabyte 1660 Ti, 16GB T-Create RAM (clock speed unknown), PSU Aresgame AGW650, storage WD Green SN350 1TB.
