I experience unexpected FPS fluctuations in CS:GO, often during shooting, near smoke effects, and when there are many players online. Certain maps consistently show lower performance than others. In Dust 2 I usually see around 100+ FPS, whereas on Train it drops to about 70 FPS.
Check msiafterburner to see which one is higher. Sometimes the GPU performs better, other times the CPU does. Both tend to be below average.
The quality of a game relies on your system. With a solid gaming PC, you shouldn’t notice frame rate drops in such titles. The sole case is a poorly optimized game.
It seems you have both your CPU and GPU, but they appear to be quite outdated.
