Press Windows key + R to launch the run dialog. Type ncpa.cpl and press OK. This will display the Network Connections window. Right-click on Ethernet adapter settings, then select Properties in the properties panel. Check "Internet Protocol Version 4" if it's not already selected, or double-click it for additional options. Enable "Obtain an IP address automatically" and "Obtain DNS server address automatically." If this doesn't resolve the problem, you can manually set your IP and DNS addresses. Searching online will likely show results about Google DNS.

You've already checked everything, even the command line. Now you should reach out to your ISP to check for issues on their side or try using another Ethernet cable. This has happened with my first Ryzen setup—PXE boots differently.
