I just installed the i7 9700k and asus z390 prime a, but in Cinebench the processor doesn't reach turbo mode up to 4.6 while it stays at 3.6. It only activates turbo when idle, even though I'm using the performance power plan.

Turbo doesn't run all cores at full speed. It uses short, intense operations on one core only when required.
