The dragon from Miraak isn't included in the Dragon Born DLC.

I purchased all the DLC for Skyrim a few months back and began playing Dragonborn. I’m currently on the final quest in the main story and Miraak’s dragon Sahrotaar isn’t appearing when I read the word wall and complete the seekers. Could anyone help me figure out what’s going on and how to fix it? Thanks ahead of time.

Reduce the strength of your weapons if you defeat the seekers quickly, or be careful while battling dragons.

I'm not sure if I reached the right difficulty I set. I used a steel sword and fought with it for a while.

I attempted to use an iron sword to eliminate the seekers, disabled all non-official mods except official ones like dawngard and hearthfire, but the result was still unsuccessful. Any suggestions?
