It seems Chrome halts the download when it reaches nearly 1GB. You can still access some sites like YouTube and Steam, so the issue might be specific to those files. Using a download manager hasn't helped either. Consider checking your internet connection or trying a different browser.
It's an issue, it occurs occasionally too; I just keep it as is for re-buffering.
Three points to keep in mind. Your link to your ISP isn’t steady—sites might lag, but Chrome can handle it. Antivirus or firewall might activate unexpectedly. The server handling the download is overburdened.
