It's been a few days now, but when I power off or restart the PC, the monitor takes about ten minutes to turn on. I tested it with an AMD GPU and an NVIDIA GPU, but the same problem occurred. Although NVIDIA claims it boots faster, this issue started after the power went out a couple of days ago. I’ve had PC problems for several days now.

Are you certain it's the monitor that's causing the issue instead of the PC? You mentioned having an HDD without an SSD, which could lead to slower performance.

Use a blank, glossy page or similar surface, display it fully on the screen. Consider setting it as an auto-start option with a clean white background. Fix the monitor or replace it if needed.
