Once I turned on fast boot, I couldn't simply press the delete key to launch BIOS, so I opened the Windows Recovery option but kept getting stuck at “cable not connected.”
Turn off the quick startup option if feasible to return to BIOS. Were you enabled through BIOS settings or did a program from the motherboard’s site activate it?
Reset the motherboard's internal clock. This will erase all BIOS configurations, such as turning off the quick startup feature.

Disconnect your PC and remove the power source. You’ll likely find a small round cell battery on the motherboard (sometimes behind the GPU). Remove it and, while it’s removed, press the case power button for about 30 seconds to empty all energy from the system. After that, leave the PC unplugged and the battery out for roughly 30 minutes. Once you reinsert the battery and power on the PC, the CMOS should be reset.
