Attempted to use Prime95 with different thread counts, but hwmonitor indicates the peak clock speed across all cores is just 4.9GHz. Someone, any thoughts on this?

The device needs to manage this situation—it's related to the stock setup. If it doesn't respond properly, it indicates a defect. In Windows, achieving a single-core turbo speed is practically unachievable. Despite my efforts, background processes keep interfering.

The i9-9900K features these turbo ratios: 50x/50x/50x/48x/48x/47x/47x/47x for each core count. Using stock settings is typical since you need to push the CPU with just 1 or 2 threads. Try turning off the remaining five cores and check if it reaches 5GHz. If not, there might be an issue with the chip. Also, confirm you have an i9-9900K (not an i7-9700K) for accuracy.
