I recently moved from a 1070 to a RX 6700xt. This problem only occurred twice, once with drivers 23.3.1 and once with 23.2.2, both on every driver. The whole system became very slow, windows lagged noticeably. The GPU clock stabilized at 400MHz and fluctuated erratically. This wasn’t seen on my 1070. I’ve played some games recently, like CSGO and Phasmaphobia. Phasmaphobia causes minor stutters initially but remains stable afterward. CSGO sometimes experiences occasional small freezes, but they’re rare. Hogwarts Legacy performed well too. The same stuttering issues appeared on the 1070 but were less severe. Restarting the PC instantly resolved the desktop lag. I’m using a 144Hz monitor and the GPU usage is around 44-46 watts while typing. It seems normal? I’m not sure if it’s a driver problem or something with the card itself. I ran a stress test on DDU after installing the new drivers, and everything worked fine. The power supply lists 600W, but 650W is recommended; I haven’t experienced the issue during gaming. The stuttering resumes after I left the PC on the desktop for about ten minutes.

It keeps happening. It looks like it only works when I log off for about ten minutes. That’s really odd. I’d been playing games for a while, and the computer became very slow once I left it on for ten minutes.

I noticed this occurs when I disconnect and then power down the monitor. After switching it back on, the problems disappear. I plan to adjust the settings. It might be related to a free sync issue or something similar.
