I used the older WHQL drivers after a factory reset, then reinstalled the newest ones. Now everything works fine. On AMD's official site, you can find two WHQL driver versions—one stable and the latest.

I immediately observed that my CPU usage with Adrenaline tracking remains consistent. Previously it displayed only 1-5%, but now it provides precise measurements.

It seems you're asking if someone else might have resolved your issue, and whether they enabled SAM could have played a role.
