I put in an i7 9700k roughly two weeks back, and when I checked with tools such as CPU-Z, it shows it's working at 4.7 MHz, even though I haven't ever tried to overclock it before.
There are three speed settings on a CPU: idle, base, and turbo/boost. Idle typically ranges from 1.6GHz to 2.0GHz. Base speed stands at 3.6GHz. Boost is automatically activated in BIOS and reaches up to 4.9GHz for two cores or 4.6GHz for all eight cores, adjusting based on voltage and temperature. If cooling isn't sufficient or voltages are high, you won't reach the maximum boost for any core. Turbo/boost is a pre-set overclock.
