I purchased a new computer and it functioned well for the last two weeks. However, I've started observing that each time I power it on for the first time daily, the CPU temperature spikes to 70-90°C within about 15 seconds. After shutting it down, it restarts and begins cooling before another shutdown occurs. This is my current setup: CPU R7 7800X3D, AIO Deepcool Le720, GB2400 DDR5 6000MHz CL30, Vengeance Corsair GPU, RX 5080 iGPU, MSI Mag A850GL PCIe 5 case, and an MTS XR ATX case.

Using AM5 means you don’t have to shut it down manually—it will automatically slow down when it gets too hot and stays below 95°C. The AIO pump might take a moment to activate, so after you power on your PC, leave it running and observe the cooling behavior. If the pump starts working, temperatures should drop. After the second boot, what average temperatures are you seeing? Also noted: the CPU temperature is around 99°C, which seems unusually high even without the pump running; it should be dropping if the water behaves like a large heatsink.

With that CPU/AIO setup, I’d verify the block installation. The 7800X3D heats up a bit, but its CPU usage stays low enough to keep under 90% on a 360mm case.

Deepcool LS720 is an extremely powerful unit, operating temperatures during startup won’t exceed 60°C, but the cooler is clearly malfunctioning.

Right away on startup I noticed the pump didn’t power on right off, so I checked the average temperatures after a couple of restarts where the readings stayed lower.

Even then, a correctly installed cooler would have enough thermal capacity to stabilize temperatures during the 15 seconds mentioned by OP. Based on the details, this suggests a poor mounting or inaccurate temperature readings from the CPU.

It hasn't started right away because it's linked to a fan header, which might be delaying its activation.

There was a discussion a few weeks back about a comparable issue.

I just verified and today it didn't exceed thermal limits on the first attempt (stay below 88.1°C). After reboot, it reached the first GPU-Z reading of 56.5°C and then increased to 67.3°C but never surpassed that value in the first run. First time.txt, GPU-Z 3-20 second time.txt.
