Hello everyone,
I'm experiencing an issue where the CPU runs at full capacity even when the graphics card is at maximum usage. I attempted to change the game settings to DirectX 11, but the problem persists. Previously, with high settings and Lumen in Resident Evil 4 Remake, it worked fine. I'm unsure why Fornite has this difficulty.
My system specs: RTX 2060 Super, 16GB RAM, Intel Core i5 9600k.

Attempt to execute DDU to eliminate all GPU drivers (Intel, AMD, Nvidia) from your system, then manually reinstall the newest GPU driver available from Nvidia's support page. Open the installer with a right-click and select Run as Administrator. When sharing troubleshooting details in a thread, provide full system specifications including: CPU, CPU cooler, motherboard, RAM, SSD/HDD, GPU, power supply, chassis, operating system, monitor, PSU age (along with make and model), and BIOS version for your motherboard.

Check if Geforce Experience is enabled; if not, turn it off and try again.
Ensure all system drivers, especially the chipset, are up to date. Uninstall the current GPU driver using DDU and reinstall the latest version. Observe if this resolves the issue.
Also, what power plan are you currently using?
