For the record.
In this case the fault was on Windows Update service, with downloaded some crap updates and was waiting to install them (waiting for user approval with I never gave).
Disabling again update service and cleaning already downloaded updates from
C:\Windows\SoftwareDistribution\Download
also using Patch Cleaner app to wipe remaining files.
