For an unexplained reason, I adjusted my CPU to 3.8 in BIOS, but it still doesn't exceed 3.4 even with AMD Cool and Quiet disabled and Power settings at High Performance. Any assistance would be appreciated.

The issue lies with your motherboard. The locked chipset prevents overclocking. You should consider upgrading to a B350 or B450 board (ideally B450) for overclocking capabilities.

A320 allows adjusting the clock in BIOS, but it doesn't enable real overclocking of the CPU, so that feature won't work.
