Specs: Gigabyte B650 Aorus Elite AX rev 1.2 Ryzen 7 7700X Patriot Viper Venom 32GB DDR5 6000 Corsair HX750 Fans are thermalright TL-S12 ARGB. The red CPU indicator lights up immediately when I press the power button and remains active even after the system starts. I’ve updated the BIOS, reinserted the CPU, and rearranged the RAM. The processor appears to function properly, handling over 30 minutes of stress tests with a peak temperature of 91°C. Another unusual observation is that the RGB fans spin but don’t illuminate. I connected them to another motherboard where they do light up, but not on my setup. I reviewed the BIOS for LED settings—they’re enabled—but the fans aren’t detected in any RGB controller software.

This is probably a motherboard issue. Go to reliability monitor and check all the errors that you could have been getting. If you see any errors let me know. Still, probably a motherboard issue. This is not too uncommon.

Verify all power connections thoroughly, paying close attention to the CPU power. Consider using a different power supply to eliminate potential power delivery problems, particularly if the HX750 isn't providing consistent power to the CPU.

I discovered a simple solution that helped me. (Gigabyte B850 Eagle Wifi6E/9800x3D) The same problem occurred—all fans didn’t spin or appear in any monitoring tools, including Gigabyte Control Center. The red status light on the motherboard for the CPU also failed to work. To resolve: power down the PC completely, disconnect it from power and remove the CPU power cable (located on the top left of the board). Also detach the RGB 3-pin cable from the motherboard (top right) and unplug the “peripherals” PSU cable (probably ineffective). Reconnect everything except the GPU, then plug in and turn it on. The issue vanished instantly. I think the problem was residual power not being fully cleared, possibly causing a minor short to the CPU. This should work for you too. If you use Gigabyte Control Center and have sync issues at startup, try disabling Windows Dynamic Light or completely disabling it, and reinstall the software.
