Recently I upgraded various parts of my PC including the motherboard, CPU, RAM, and GPU. When I power on the computer, the lights flicker briefly but the system still starts and works. This causes me concern because I’ve noticed poor performance, frequent stuttering, and lag during simple tasks like browsing websites. These issues might be linked to the flickering lights. I tried reinstalling the CPU and cooler, but nothing changed. Any advice on resolving this would be greatly appreciated.

What is the BIOS version of your motherboard? Also, could you tell me the age of your power supply unit? You didn’t mention the cooler or case make and models.
I upgraded to an AMD CPU+GPU setup and a MSI B450 Tomahawk max. I've repeatedly installed a fresh Windows 11 version without seeing any performance gains. BIOS Version: American megatrends international H.60, 8/15/2024. My power supply was purchased about a year and a half ago. The case is the Corsair 5000D airflow ATX Mid-Tower PC Case and the cooler is the Noctua NH-U12S.
