the lowest setting it reaches is 1.2 and the highest is 1.26 which i have configured. my processor is an i5 6600k and the motherboard is a z170 gaming 3. all c states are active and i'm using balanced power mode for windows with a minimum cpu frequency of 5%. during idle it drops to about 900 mhz, but the voltage remains constant.

which vcore mode are you employing? manual, override, adaptive, offset? you should choose one that supports both voltage and frequency power reductions.
