Activate the TRL button on the lower, middle right area. Display a screenshot of that window. It should indicate whether overclocking is enabled or restricted.

With ThrottleStop, after adjusting turbo ratios, return to the main screen and modify the Set Multiplier value. Confirm the option and press the Turn On button. It tends to be more complicated than XTU. A few users face issues with XTU's consistency. Have ThrottleStop on hand just in case.
