A 4-pin PWM fan header comes from a specific manufacturer. The BIOS seems very restrictive, suggesting it might be a Chinese-made board. For better performance, consider using the PSU to drive the fans and add voltage regulators. Alternatively, you could try Speedfan, though past attempts have been unsuccessful.

Use a resistor cable to lower the fan's speed by limiting the voltage or purchase a fan controller. Noctua often includes these cables with their premium brown models and the latest Chromax fans.
