The motherboard has visible strips, they are active, yet no additional lights are showing up on the motherboard.

Consider removing the graphics card and attempting to turn it on—though you won’t see any video output, the CPU fan might still run. Alternatively, take everything out of the PC case, place it in a phone book, restore it there, then try to power it back up.
