I could possibly consider it if it fell within the $50 range and I had a particular, non-gaming reason for it.
It seems like their is allot of different varibles to consider if the OP is on a budget or what the story is..
If its a laptop for gaming or a PC tower, its a start?
I use my i7 7700k for Audio Recording, Gaming, surfing the web etc. I can play all the recent titles at decent FPS. If the OP is in a position to buy a 7 then he wants to know more about it.
Also it like said in the discussion it doesn't run Windows 11 Nativly but there is an official work around from Microsoft to do that.

We don't know much about the market or the person's financial status. I wouldn't mind either, but technology is affordable here and I can save a bit to buy something. There are many people in countries where tech is very costly and they earn very little each day. If a 7th generation i7 is their only option, it should work well for a while in gaming as long as the GPU is decent.
I know newer technology can cost more in other places, but a Ryzen 5 2600 shouldn't be significantly pricier anywhere, and it runs Windows 11 while offering superior multicore performance. They're under $40 on Ebay, whereas an i7 7700 non-k is around $50 or more.
