no reason not to do both. some say that the 970 is constrained by it's memory interface, therefore OCing the memory would remove a constraint, but more core speed is always welcome. Others are not memory constrained.
Try it an see, get a benchmark run to use (preferably several) and run at different core and memory OCs and see what happens.

When discussing RAM, increasing the clock speed is clearly more beneficial. Adjusting memory settings doesn't really make a difference in everyday use.

GPU or CPU? depends on the specific GPU. There are situations where OC RAM is used with an APU via igpu, but such cases are uncommon.
