You need to physically move it onto the motherboard, but it won't turn on unless you shake it and press the power button. The cable replacement didn't help.

I believed the power cable should be inserted into the rear of the PSU.

This appears to be a loose metal contact in the power connector, specifically a 24-pin cable.
