The computer won't start and the BIOS isn't accessible.
The device was constructed for my partner by someone a while back, and it hasn’t been used in nearly a year. It started experiencing issues just before we relocated, and now we’re only beginning to try to resolve them. When the screen appears, it prompts me to press F1 to start setup or recover BIOS, but it doesn’t respond at all. I’ve also tried pressing Delete, F1, or F2 during boot, without success. The keyboard functions properly—it lights up when connected—and using Ctrl+Alt+Delete refreshes the display, which then turns black and restarts with the error message. I’ve tested various key presses and combinations to see if it will react, but it still won’t. I performed a three-pin reset via clrtc, leaving the pins on for 10 seconds before removing them, and after that I removed the battery, waited ten minutes, reset again, reinstalled the battery, and followed the manual’s instructions for RAM reset, yet nothing has been fixed. Are there other problems that might be contributing to this?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model.
Graphics: Nvidia Geforce GTX 650
You've mentioned a discrete GPU, take the GPU out and power the display off the iGPU from your processor, see if you're able to get into BIOS.
Might want to also try other USB ports on your build/motherboard.
