Whenever I attempt to restart my computer, it shuts off properly, but when it boots up once more, it freezes on the power-saving screen. I have to keep pressing the power button until it loads again.

If you're using AM5, it might be related to memory training. It can take some time on that platform. More details would help, such as the system specifications. Is this a newly built PC or an older one? Did the issue start recently or earlier?

Checked my PC details from the part picker site. I assembled the system roughly three months back, but it’s consistently experiencing this problem.

It looks like the device is only running memory exercises. After a short wait, it should keep loading. This isn't a serious issue with your system, though it can be bothersome.

I left the machine running for five minutes and it didn’t alter anything, except when I restart it from completely off, nothing similar occurs. Uncertain if this matters, but my memory restoration is enabled automatically.

When auto is enabled, the system will occasionally train while other times it won't. You may need to wait longer than five minutes. Your PC (AM5 with 32GB DDR5) occasionally decides to retrain, which can seem very slow.

Sorry, I didn't receive a response before. If you enable it, it should start faster most of the time, and training should only occur if you adjust memory settings in the UEFI.
