Sorry I missed posting those. I encountered a C5 error during boot, likely a RAM issue. I've already tried changing the RAM slots, but it didn't help. Specs: Intel i7 9700k, 2x 8GB TRIDENTZ DDR-3000C15D, RTX 3080, Aorus AP850GM, PSU.
I also tested with memory sticks in separate slots, but the problem persists. It keeps cycling through error codes to try and fix things. File: VID20220830203651.mp4
It might also help to reset the CMOS, as fixing such issues can sometimes be resolved with it.
When starting up from power down or reset, I notice the same sequence appears: CPU, DRAM, VGA, then BOOT. The board in question is likely a Gigabyte Aorus model. The status LEDs seem stuck on DRAM during POST. I referenced the Z390 Aorus Master manual for this setup.
