It seems the PSU has weak or faulty capacitors that struggle during startup surges. You might want to check or test the power supply yourself. Updated March 25, 2022 by An0maly_76 Added more details

Check your system details. Consider resetting the CMOS. If that doesn’t help, disconnect all storage devices and restart. Then install one drive at a time, rebooting after each addition.

Did you clear the storage devices you attempted to use for a raid? If not, the system may detect the raid sector and suggest adjusting your configurations.
