Hey, the situation sounds tricky. Lights stay on but no video, fans are off, and power supply seems faulty. It might be a motherboard or PSU problem. With what you have, you could check for power fluctuations or reset the system using basic tools like a multimeter or by booting into safe mode. Let me know what you try!

did you take out the power cord from the pc and press the start button several times to clear any leftover electricity, then reconnect it and attempt to boot? sometimes swapping out the 24-pin connector on the motherboard can help. if that doesn’t work and you can’t find another component to compare, try removing one RAM stick at a time until you identify the faulty part—like removing a stick of RAM and seeing if the system starts.

Attempted to reposition the 24-pin connector but had no success. Also removed the GPU to test booting without it, though pressing the power button once caused a flash from one of the motherboard lights. The CPU light on page 21 appears to indicate something is wrong. According to the manual, this might suggest the CPU is dead, but I’m not entirely sure.

It might point to this problem, but it could also mean the motherboard isn't working properly and isn't recognizing the CPU. When troubleshooting PCs, many factors are involved, so pinpointing exactly what's wrong often needs checking other parts before assuming the CPU is faulty. It’s wise to verify everything first, rather than immediately replacing the CPU just because it seems suspect.
