They clearly sent back the identical card, confirming it meets all requirements. I’ll mention that after further investigation, a riser connection for the graphics card is available for vertical mounting. Is this something you’d expect to be the issue? I’m still unsure what might be causing it at the moment.

Yes, riser cables may cause problems unless they are of excellent quality. It's best to remove them from testing.
