I increased the ram speed with XMP since it claimed to support 3000mhz. After saving and closing the BIOS, my computer keeps restarting repeatedly.

You're dealing with an H110 chipsetted board. You won't be able to exceed DDR4-2133MHz on that setup, no matter the BIOS version. It's a hardware constraint.
