My setup includes a Ryzen 5 3600 processor, ROG Strix GeForce GTX 1660 Ti, ASUS PRIME X570-P motherboard, G.Skill TRIDENT Z RGB RAM, Corsair TX550M power supply, FRACTAL DESIGN case, and a Noctua NH-U12-S cooler. I used an SSD from A-Data and a WD Blue HDD. After upgrading my BIOS to 4802 and switching to Windows 11, I encountered a boot issue—when I press the power button, the PC won’t start properly. Fans spin loudly while other parts stay off, and the monitor goes black. Restarting resolves it most of the time. I’m confused and frustrated; help is needed to fix this problem.

Currently, everything is back to normal. After updating the BIOS, I reset it to the default, but since then I changed it, it feels like it’s working as if nothing happened before any changes. Spoiler: it’s still working.

Well, I just updated my bio to the latest version, but it didn’t make a difference. Anyone else think there’s another reason this is happening and what we should do about it?

I found the solution myself. Really appreciate @Levent for the tip! If anyone else encounters this issue later, I set all my RAM timings manually from the docp in BIOS—same settings, and it resolved the problem!
