PC is experiencing a screen problem. It appears to function normally, fans are running, and lights are working, yet the monitor fails to display anything.

That's very little information. In the situation I'd check the Debug LED. If the Debug doesn't show anything, check if the cable is plugged in correctly. Did your friend plug it into the mainboard instead of GPU? If there is still no signal, check if the monitor uses the right input, especially if they are using a TV as monitor. Otherwise check if the cable is working by exchange it for a different HDMI/DP cable. Extra-level xD: if they use DP check if they can set the DP Version in the Settings of the monitor. I own an old GPU and had issues because the DP verision I used was not supported by my system. You could also connect the monitor to a different device to check if the monitor itself is working. If all of the steps above didn't solve the issue try connecting the monitor to the mainboard if their CPU has integrated graphics. If you get signal now it's probably the GPU. Try to reseat it, if your friend is comfortable doing this. Also check if the PCIe lane's clamp/ledge(?) is damaged and doesn't lock in the GPU properly. In that case the GPU can have fan spin but also connectivity issues. Even though it might cost you some performance, you could move the GPU to the second PCIe lane, as a temporary solution.
