I’ve experienced an ongoing issue that’s increasingly frustrating. My PC is playing Overwatch at 120 frames per second, but the frame rate fluctuates significantly. Based on feedback from other users online with similar hardware configurations to mine (detailed below), I should be achieving much higher and more consistent FPS. My system temperatures are consistently low—both for my CPU and GPU—and I possess a substantial amount of RAM beyond what’s required.
Specifications:
RTX 2070
i7-7700K @ 4.2GHz (not overclocked, water-cooled)
32GB DDR4 RAM (fixed at 2400MHz due to motherboard limitations)
Game installed on a 460GB SSD (with 130GB of free space)

Thermal throttling is not the cause (due to low temperatures)
Hardware limitations or bottlenecks are unlikely
The issue may relate to “system resources” (though I don’t have any other applications running concurrently while gaming)
I utilized HWinfo to gather system data, but I am unfamiliar with how to analyze the results—a specialist previously provided an interpretation.

Could I obtain a particular CPU cooler? Also, could you detail the power supply unit and motherboard you’re employing? It's probably not a significant factor, but one of those components may be limiting your performance.
I’ve opted for the Corsair H115 RGB Platinum for cooling, along with a 850W power supply also by Corsair. The base of my system is an h270m Bazooka motherboard.
