I recently assembled a new computer and it functioned properly for a short time. However, whenever I attempt to power it on, it repeatedly powers itself off every few seconds. It never remains on long enough to access the BIOS, so I can't verify that. The fans operate normally, and the motherboard lights up, but the RAM remains inactive. My motherboard model is the Asus 299x-e gaming, which returns a Q code of 00, but the documentation doesn't clarify its significance. I've tried resetting the RAM and using the CMOS jumper, yet the issue persists.

If you find a friend with an X299 board, consider installing your CPU on it.
Check the HSF, or perhaps redo TIM, ensuring no broken pins and rechecking the seating.
Verify all connectors are functioning properly; try using a different PSU.
The 00 indicates the CPU isn't installed or is incorrect, as it has been working for a few days, so I suspect an issue with the motherboard or PSU.
