I pressed the power button but the PC didn't start, fans didn't spin, and USB devices weren't receiving power. This issue occurred before and resolved itself. Now it's happening again. My system is 2 years old with a Ryzen 5 3500 and Radeon RX 590. The motherboard model is Gigabyte B450M Aorus Elite, and the PSU is Cooler Master 650W. I've had to undervolt and undervolt the CPU to run games properly. The motherboard has failed before but would turn on initially, though it wouldn't display anything. I'm unsure whether a new motherboard or power supply is needed, and the GPU isn't running at full speed. Could this be due to the GPU, PSU, or motherboard?

Based on the appearance, turning it on might require lowering the power settings. I’d suggest upgrading your power supply to 750 or 850 watts, since this card tends to consume a lot of power.

From this section it seems the power source wasn't providing enough energy. It looks like the PSU might be struggling because you kept pushing it near its maximum capacity continuously. Power supplies aren't designed to run at full rated power for extended periods. Have you tracked your wattage usage? As suggested by another user, you may need to upgrade your PSU. The situation really depends on your setup. You seem to have sufficient CPU, chipset, and motherboard to support the GPU—unless you're using PCI-e 2.0 on UEFI or something similar. So the issue could be related to the PSU itself. If it improves with a different motherboard and PSU, then the problem is likely there. But if it persists, switch to another GPU.

Just test with the existing configuration—if it performs well, proceed. Otherwise, follow these steps. The post by @TukangUsapEmenq indicates the PSU is likely the failed part, followed by the GPU and motherboard as probable next candidates because they're equally likely to fail.

It doesn't mean the motherboard is at fault—just the GPU needs a bit more power or a slower clock speed.

Even without video output, the system should at least power on. Try jumpstarting the motherboard as suggested.
