when i disconnect and reconnect my pc, it fails to boot despite showing power signals. the speaker lights up but doesn’t respond unless i remove the cpu and 24-pin connectors and reattach them. after restarting, the tpm becomes enabled but isn’t recognized, requiring manual toggling to work properly.

It seems unusual. Possibly the PSU fails to start, causing auxiliary rails to activate while main power rails remain inactive. Reconnecting the cables might resolve the problem. Test with another PSU to confirm.

You understand this by testing the battery with a multimeter; it shows a standard voltage. When you connect a load, the voltage decreases. It might also be the power supply’s protection feature cutting off power.

It seems the CMOS was removed and replaced, and the system is now booting with TPM activated and recognized.
