It might relate to BIOS configuration—search for energy-saving settings—but that seems improbable. Likely, the next step is to replace the CMOS battery as I mentioned.

I believe my expression wasn't quite right. I meant that when I power off the PC via the "Shut down" option in Windows, it completely stops functioning, then I flip the switch. I also noticed only my LianLi products are impacted; NZXT, Corsair, etc., work normally. I verified the USB power delivery setting in the BIOS—it's disabled—but I still receive power through the USB port on my keyboard. Oddly, the lights don't activate, even though they do when powered. Sorry for the delay; I've been busy recently. I also just replaced the CMOS battery, though it took longer to boot and didn't work at first.
