I assembled my computer a few months back. It functioned properly for some time, but one day Norton security removed a minor threat and then the system began to slow down significantly. I've reset it to factory settings, but it keeps failing. Since I'm new to PC building, I have no idea what to do next.

General advice...
I don't know how well Norton is now, but they once had a bad reputation. I struggled a lot with removing Norton 10-12 years ago and haven't touched them since.
If you're facing a virus threat, you might be visiting the wrong sites or opening suspicious emails.
If my computer was slow, I'd use Task Manager and Resource Monitor, plus a basic stress test like Hyper Pi to determine the cause.
If I suspected a virus, I would boot from my Windows disk, perform a full HDD format, and then reinstall everything from scratch.

Unable to access any features and experiencing very slow loading times. It usually takes around 10 minutes just to open the settings.

It's strange how it began slowing down rapidly. Currently, I'm unable to launch a web browser and must wait about twenty minutes just to view my wallpaper.

There seems to be another way to clear it besides adjusting the Windows settings.
You should look it up online.
But you'll still have to reinstall Windows from the DVD.
