In short, I thought I found a good deal on old Xeon CPUs on eBay. The sellers added QA stickers on the underside, but they’re hard to remove. I’ll likely need q-tips and rubbing alcohol to take them off. I’m worried the stickers won’t fully cover the CPU where the pins are. Do you think the middle part creates any electrical contact? How careful should I be to ensure all residue is removed?

Look at your socket on the motherboard, nothing is in the middle to make contact. The stickers shouldn't effect anything at all.

The stickers should not pose any issues. However, if you wish, the adhesive can be removed using denatured alcohol. Just a few drops applied lightly with a cotton bud usually suffice; another pass is needed to fully eliminate the remaining glue. For vinyl stickers, gently puncture them or use a hobby knife or razor blade carefully—avoid damaging the surface. In both scenarios, pause briefly before attempting removal, allowing the adhesive to soften. Repeat the process if necessary.
