You recently changed your monitor and noticed the blue appears purple. You attempted manual calibration, which improved things somewhat, but formatting the PC didn’t fix the issue. The problem persists. For your Dell S2227DGM model, consider checking the display settings or contacting support for further assistance.

What version drivers are you using? Do you have HDR enabled in-game or through drivers / Windows? I'm checking the release notes for the latest GeForce drivers, just a few minutes ago, and there is some sort of known + unresolved issue with HDR. See if turning off HDR helps.

In fact, the screen (regrettably) lacks HDR, so I'm attempting to locate an alternative method.
