Solution: in bios there is a advanced setting called advanced frequency. Whenever you make changes in the overclock settings also make sure to give the same values over here. Make sure to uninstall ryzen master or any intel over clocking software from your system before overclocking in bios. Or else this softwares will reset your bios values the moment you restart your system. Now run cine bench and you can find the right clock speed at the end result.
