Your Ryzen 7 3700X uses very little power when idle, typically 1-2W. You might want to adjust BIOS settings to lower its clock speed automatically when not in use.

Mobile CPU designs prioritize lower speed and power consumption, which is why they operate at reduced performance levels. Desktop chips can handle higher demands without such constraints, and this particular model is expected to deliver strong performance—even running at 20 watts is perfectly fine.

Intel chips behave differently when idle. They lower the speed to 800Mhz and use 5W of power, like the Core i7 10700K.

There are two factors involved here. Initially, the clock speed is dropping in frequency. Beyond HWiNFO's "Effective Clock" area in the sensor panel or AMD's Ryzen Master, you won't obtain a precise clockspeed measurement (provided you haven't adjusted the BIOS and turned off all AMD boosting options and configured a fixed clock). The Core Temp tool I haven't seen much use in the past ten years is still considered the best option today. For example: As shown, most cores are idle with a peak at the moment the screenshot was taken at 751Mhz, yet Task Manager (just like most third-party programs) still displays 4.41Ghz. Similarly, in HWiNFO's Clock and Effective Clock sections you can find more details here: https://www.hwinfo.com/forum/threads/eff...lock.5958/. Regarding power consumption at idle, 20W appears typical or low for Zen2. Intel handles this more efficiently.
