Troubleshooting notes:
- All external devices removed except the power cord
- Swapped memory sticks individually in each slot
- Tested another power supply, repositioned PCIe and CPU connectors
- Reinserted graphics card
- Removed front panel headers and manually shorted power button pins with a screwdriver
- Disconnected power and data cables for storage drives
- Device powers briefly; fan spins but stops instantly
- Capacitors appear to be draining during attempts to restart
- Fan spin only occurs after resetting the power supply and briefly holding the button down
- After reset, capacitors seem permanently drained
